The shooting happened during a live fire training exercise in the Belgorod area.
Two men opened fire on volunteer soldiers during a targeting exercise in western Russia, killing 11 and wounding 15, the Russian Defense Ministry said. The ministry called the incident a terrorist attack.
“During firearms training with individuals who had voluntarily expressed their willingness to participate in special military operations (against Ukraine), terrorists attacked personnel of the unit. They opened fire with small arms,” the RIA quoted a defense ministry statement as saying.
Both shooters were citizens of the former Soviet republic and were killed after the attack, the ministry said.
It is seen as another setback for Russian President Vladimir Putin, who suffered a humiliating defeat.

The RIA news agency reported that a group of volunteers in the fighting were shot by the attackers. Following Putin’s mobilization order, it sparked outrage across the country and drove hundreds of thousands of Russians willing to participate in the war to flee.
Russia has lost ground in nearly seven weeks since the Ukrainian armed forces launched a counterattack to the south. More than 220,000 conservators have already been called in as part of a 300,000 recruitment effort, Putin said Friday. He promised that the organization would be wrapped up in two weeks.
In Belgorod itself, authorities have repeatedly accused Ukraine of attacking targets, including the city’s power lines and fuel and ammunition depots.
The incident also comes as thousands of newly drafted Russians are deported to Ukraine in what has become a highly unpopular move ordered by Russian President Vladimir Putin in an attempt to stem the Ukrainian influx.
