More than 100 people are reported to have been injured in the attack in Vinnytsia, southwest of Kyiv and a long way from the center of the fighting in the Donbass.

Three Russian missiles struck an office block and damaged residential buildings.

Ukraine’s President Volodymyr Zelensky called it “an open act of terrorism”.

Ukraine’s State Emergency Service said the missiles hit a car park in the nine-story office block at around 10:50 (07:50 GMT). Residential buildings in the center of Vinnytsia, with a population of about 370,000, were also affected.

The Russian Defense Ministry, which denies targeting civilians, has yet to comment on the attack.

The Ukrainian president said the attack was triggered by Kalibr cruise missiles fired from a submarine in the Black Sea.

Ukraine’s internal affairs minister said several dozen people were detained after the attack, with police and Ukraine’s security service interrogating them.

A senior regional emergency services official told local TV that there was “probably no chance of survival” in the attack.

“Every day, Russia kills civilians, kills Ukrainian children, conducts missile attacks on civilian facilities where there are no military targets. What if this is not an open act of terrorism?” Mr Zelensky said in a statement on social media.

He said that Russia had ended the lives of civilians at the same time that a convention on Russian war crimes was taking place in the Netherlands.

“Russia has thus shown its attitude towards international law, Europe and the entire civilized world,” he said.

“After that, one can have no doubt that a special tribunal on the Russian aggression against Ukraine is needed as soon as possible.”

Ukrainian officials said one of the three children killed in the attack was a young girl named Liza, who was returning from a speech therapy session with her mother at the time of the rocket attack.

Social media footage reposted by Ukraine’s Defense Ministry shows Liza pushing a pink pram as she walks with her mother during the day.

Later a pram that looked like a little girl was pulled towards her outside the building that was hit by the rocket. Other images showed it to be the same pram with a child’s body lying next to it.

Here on the square lies a child’s pushchair next to him, his pink canvas seat covered in blood. The ruins of the tall Jubilee Building lie ahead, all its windows blown away.

The House of Officers is still smoldering, smoke is rising from the square. In front of me are dozens of firefighters at the scene, working through a huge pile of rubble. Many cars have been burnt to ashes in the fire.

It is a large open space in central Vinnytsia, which is now a disaster scene.

When missiles struck the city it was the middle of the morning, a beautiful sunny day with the people as they still are.

They would have felt relatively safe in this city away from the front lines. This type of attack had never happened here before, so when the sirens sounded many people would have ignored them.

Living underground is hard. Even now as I write this there are air strike warnings – but there are cars and people all around.

And yet in Ukraine there is no such thing as safe anymore. Russian missile strikes – which Moscow claims are aimed at military targets – can hit anywhere, anytime, with dire consequences.

The attack came as EU foreign and justice ministers were due to meet in The Hague for a conference on alleged Russian war crimes.

In a statement released later, the European Union called the attack an atrocity and said civilians continued to pay a high toll in the war, “due to Russia’s fundamental disregard for international humanitarian law”.

Ukraine’s Foreign Minister Dmitry Kuleba accused Russia of committing “another war crime” with the attack on Vinnytsia.

“We will prosecute Russian war criminals for every drop of Ukraine’s blood and tears,” he wrote.

Ukrainian pop singer Roksolana was due to perform at a concert hall in the city on Thursday night, but the venue was destroyed in the attack.

She posted on Instagram that her entire team was injured and one died. One of his teammates is fighting for his life,” she said.

“We pray for his life and the lives of all those affected today,” she wrote. “We will never forgive.”
