US National Security Advisor Jake Sullivan said the US “will never recognize any territory other than part of Ukraine,” adding that the Kremlin’s efforts reflected Russia’s failures on the battlefield.

“These are not actions of a confident country. These are not acts of force,” he said.

German Chancellor Olaf Scholz, who is also attending the United Nations General Assembly in New York, said: “It is very clear that these far-fetched referendums are unacceptable.”

French President Emmanuel Macron said the referendum plan amounted to “irony”.

“Russia has declared war…and now says it will hold a referendum in the region. If it’s not sad, it could be funny.”

A Russian-installed official in the territory occupied by her four territories in Ukraine outlined plans to hold a referendum on Russia’s membership later this month. Ukraine condemned them.

Latvian Foreign Minister Edgars Linkeviks called for more sanctions against Russia and more arms for Ukraine, tweeting that “we must say no to Russian extortion.”

In Donetsk, part of Ukraine’s larger Donbass region that Putin has set as the main target for aggression, separatist leader Denis Pushirin said the vote would have affected the region’s “long-suffering people”. “We will restore historical justice,” he said.
