He said the port city had not fallen from Moscow, despite an ultimatum for the remaining fighters to concede defeat.
Ukraine’s Foreign Minister Dmitry Kuleba said Russia chose to destroy Mariupol.
Local officials said Russian forces had announced they would prevent anyone from entering or leaving the city.
Capturing the entire city is seen as a major strategic reward for Russia, leaving it in control of a vast area of southern and eastern Ukraine.

An adviser to the mayor of Mariupol said residents would have to queue for passes to enable them to move between districts, and some could have their phones confiscated or taken to Russia against their will.
Petro Andryushchenko also said that Russia held at least 20,000 Ukrainian citizens in filtration camps outside Mariupol.

In an interview with the US network ABC, Mr. Shyamal said that by Sunday the Russian deadline for the surrender of Ukrainian forces in Mariupol had been ignored.
“The city still hasn’t fallen,” he said. “We still have our military forces, our soldiers, so they will fight to the end. And for now, they are still in Mariupol.”

Russia’s military says it controls almost all of Mariupol, while Ukraine’s Azov battalion is still at Azovstal, a vast steelwork overlooking the Azov Sea.
Justin Crump, a military expert on security adviser Sibyllin, told the BBC that there could be 500 to 800 Ukrainian soldiers in the city.
“[Steelworks] has nuclear bunkers, tunnels, it’s built to avoid nuclear conflict — they’re really well prepared for defense,” he said.
“They have more than 50 days to fortify it and build an escape route,” Mr Crump said. “I doubt they will be there for a long time until they are wiped out. It is believable that there will be guerrilla resistance.”

Ukraine has demanded that the Russian military open humanitarian corridors from Mariupol to allow civilians and wounded Ukrainian soldiers to leave, but there has been no mass evacuation for several weeks.
Deputy Prime Minister Irina Vereshchuk confirmed that there would be no corridor again on Monday and made repeated calls to make a way out of Mariupol.
“We demand an immediate humanitarian corridor from the area of the Azovstal plant for women, children and other citizens,” she said in a post on Telegram.
The situation for citizens in the city is dismal, houses have been destroyed and there has been widespread water shortage.

The family of one of two British men who have been captured by Russian forces while fighting in Mariupol have said they are hoping for a quick resolution of his situation.
Shaun Pinner, 48, who is serving in the Ukrainian military, has appeared on Russian state television, as has Aiden Aslin. He asked to be exchanged for Viktor Medvedchuk, a pro-Russian Ukrainian politician held by Ukrainian authorities, although it was unclear whether he was speaking under pressure.

Mr Medvedchuk’s wife has also called for the exchange, appealing to UK Prime Minister Boris Johnson to help organize it.
As the defenders of Mariupol continue, Ukrainian officials still deny any possibility of territorial concessions to Russia.

In an interview broadcast by CNN on Sunday, President Volodymyr Zelensky rejected the idea of letting Moscow take over parts of eastern Ukraine to prevent conflict.
“Ukraine and its people are clear. We have no claim on anyone else’s territories, but we are not going to give up our territories,” he said.
Meanwhile, officials in the western city of Lviv said that seven people were killed in rocket attacks on Monday morning.
It is not yet clear for what purpose the attacks were carried out. In recent weeks, Russia has focused its offensive on eastern Ukraine.
