Millions of lives threatened in Ukraine this winter – WHO

Half of Ukraine’s energy infrastructure has been damaged or destroyed and 10 million people are now without power, said Dr Hans-Henri P Kluge, WHO Regional Director for Europe.

Temperatures are forecast to drop to minus 20 degrees Celsius (-4 degrees Celsius) in some areas.

WHO has documented 703 attacks on medical infrastructure since the Russian invasion began.

“To put it simply, this winter is about survival,” Dr. Kluge said at a press conference in the Ukrainian capital Kyiv.

The Ukrainian health system is “facing its darkest period in the war so far” and the best solution is to end the conflict, he added.

The attacks left hundreds of hospitals and medical facilities “lacking fuel, water and electricity to meet basic needs and no longer fully functioning,” he said.

Maternity wards need incubators, blood banks need refrigerators and intensive care units need ventilators, he said, adding that “everything needs energy.” .

Last week, Russia hit more energy installations and civilian buildings in one of her deadliest airstrikes of the war.

This is a recent Russian tactic following a setback on the battlefield, the effects of which are beginning to be felt more acutely as winter sets in.

According to WHO, up to 3 million people could be forced from their homes in search of warmth and safety.

Dr Kluge said he in Donetsk is “extremely concerned” for his 17,000 HIV patients.

Most of Donetsk is under Russian control, and Dr Kluge said, “We urgently call for the creation of humane health corridors in all newly recaptured and occupied territories.”

There are also concerns about an increase in Covid cases.

“Millions of Ukrainians have reduced or no immunity to Covid due to low basic vaccination coverage, not to mention boosters,” Dr Kluge said.

Warnings are issued when snow falls across Ukraine and temperatures drop below freezing.

In Kyiv, snow covers sidewalks, empty playgrounds and park benches. Few people on the streets.

Despite the snow, winter hasn’t officially started and temperatures are likely to drop further.

The Zaporizhia nuclear power plant, which produced more than 25% of his electricity in Ukraine, is no longer producing electricity.

There was another shelling at the factory over the weekend.

International Atomic Energy Agency (IAEA) Director General Rafael Grossi condemned the attack, calling it another “close call” at Europe’s largest nuclear power plant.

An IAEA expert who visited the site on Monday said the IAEA had found extensive damage but had no immediate concerns over nuclear safety or security.

Russia and Ukraine have accused each other of carrying out the attacks.

Elsewhere during the war, a Ukrainian prosecutor has revealed details of what he found in his four torture chambers in Kherson after Russian troops left the southern city.

People were subjected to “brutal torture” and batons, bullets and electrocution devices were found.

Last week, Ukraine announced that it had found the bodies of 63 of his civilians with signs of torture near Kherson. The BBC also spoke to two people who said he had been held in a “torture chamber” for over a month.
