Russian governor Vyacheslav Gladkov said he wanted to “allay fears among residents of the region that someone or something flew over Ukraine’s territory”.

The fact that he felt the need to reassure residents suggests a degree of panic among the population following fires and explosions in recent weeks at ammunition stores and fuel depots in Belgorod and other southern regions.
