
Putin declared martial law in the occupied parts of Ukraine. what does this mean?
Russian President Vladimir Putin on Wednesday declared martial law in four Ukrainian regions, giving Moscow additional emergency powers to the heads of all Russian regions.
Putin told a meeting of Russia’s Security Council on Wednesday that the current martial law regime in Ukraine’s Luhansk, Donetsk, Zaporizhia and Kharsan regions, added since last month, should be extended in accordance with Russian law.
He also enforced heightened security in six Russian regions near the Ukrainian border, as well as Crimea, which he annexed in 2014, adding to how his eight-month war has spread.

“We are working to solve very difficult large-scale tasks to ensure Russia’s security and a secure future, to protect our people,” Putin said in a televised speech at the start of a Security Council meeting.
How will the new law affect the regions?
The new rules limit movement in and out of the regions, allow local officers to communicate with civilians away from the battlefield, and increase powers to military officers.
Putin said Prime Minister Mikhail Misustin would take charge of the new coordination council to work on security issues at the national level He said regional governors would have broader powers to deal with security and support for the families of reservists called up for military service.

How did Ukraine react to the new rules?
An adviser to the Ukrainian president on Wednesday dismissed the declaration of martial law in Ukraine’s four occupied territories as a “pseudo-painful legalization of the looting of Ukrainian property”.
Adviser Mykhelo Podlik wrote on Twitter that the implementation of ‘martial law’ in Russian-occupied territories should only be seen as a pseudo-legitimation of plundering Ukrainians of their property by another ‘rally’.
“This changes nothing for Ukraine: we continue the liberation and demilitarization of our territories,” he wrote.
