The French president on Tuesday condemned a fiery Russian air strike on a crowded Ukrainian shopping mall as a “new war crime” and vowed that Western support for Kiev would not waver, saying Moscow “cannot and must not win” the war. .

The strike, which killed at least 18 people in the central city of Kremenchuk, came as leaders of the Group of Seven Nations met in Europe. Russia was part of an unusually intense wave of fire across Ukraine, including the capital Kiev, which renewed international attention as the war dragged on.

Speaking at the end of the G7 summit in Germany, French President Emmanuel Macron appeared to address those concerns, promising that the seven leading industrial democracies would support Ukraine and maintain sanctions against Russia “for as long as necessary, and with the necessary intensity. ”

“Russia cannot and should not win,” he said. He called Monday’s attack on the mall “a new war crime.”

As they have done in other attacks, Russian officials claim the shopping center was not the target.

In a virtual address to the UN Security Council, Ukrainian President Volodymyr Zelensky said Russia had become a terrorist state and called for its expulsion from the UN. He also called on the United Nations to establish an international tribunal to investigate Russian actions in Ukraine.

Zelensky ended his speech by asking everyone in the chamber to stand in silent tribute to the “tens of thousands” of Ukrainian children and adults killed in the war. All council members rose, including Russian Deputy UN Ambassador Dmitry Polyansky.

How to counter Russia and counter Ukraine will also be the focus of a NATO alliance summit this week, whose support has been crucial to Kiev’s ability to counter Moscow’s larger and better-equipped forces. Ukrainian leaders, however, say they need more and better weapons if they are to contain and even deter Russia from pressing an all-out invasion of Ukraine’s eastern Donbass region.

As Macron spoke, rescuers combed through the charred wreckage of the shopping mall, which officials said struck while more than 1,000 afternoon shoppers and workers were inside.

Local resident Katerina Romashina told The Associated Press that she had just arrived at the mall when the blast knocked her down. When another blast came about 10 minutes later, she realized she needed to get away.

“I ran away from the center with all my might,” she said. Fighting back tears, she added: “You have to be a real monster” to hit a shopping mall.

Ukrainian Interior Minister Denis Monastyrsky said many people inside quickly fled the building and took cover across the street when the airstrike sirens sounded. “Several of the bodies of those who didn’t get out in time have been burned beyond recognition,” he said.

In addition to the 18 dead, 59 were injured, authorities said, while 21 were still missing.

The attack recalled pre-war strikes that hit a theatre, a train station and a hospital. Zelensky called it “one of the most daring terrorist attacks in European history”.

Rocket attacks continued elsewhere in Ukraine, with authorities in the city of Dnipro saying workers at a diesel car repair shop were trapped in the rubble after being hit by cruise missiles fired from the Black Sea, Ukrainian news agencies reported. The Ukrainian army was able to intercept and destroy other missiles fired at the city, the agencies said.

With condemnation from many quarters, Kremlin spokesman Dmitry Peskov struck a defiant note, saying Russia would press its aggression until it met its goals. He said hostilities could cease “before the end of the day” if Ukraine surrenders and meets Russian demands, including recognizing its control over territory taken by force.

Russian Defense Ministry spokesman Lt. Gen. Igor Konashenkov claimed warplanes fired precision-guided missiles at depots containing Western weapons and ammunition, causing them to explode and set the mall on fire. Ukrainian authorities said a factory was hit in addition to direct hits at the mall, but denied it contained weapons.

Konashenkov also falsely accused the mall of not being used.

One surviving mall employee, Oleksandr, told the AP from his hospital bed that the shopping center was packed with customers. He recalled stepping outside for a cigarette with a colleague when the air raid siren went off.
