Under the new rules, Russia will pay €45 more to enter the EU
The European Union has proposed making it more expensive and harder for Russian citizens to obtain visas.
Russians wishing to enter the EU will face a lengthy application process and fees will rise from €35 (£30; $34) to €80 (£69; $79).

The EU Commission said this should continue as long as Moscow continues to wage a war of aggression against Ukraine.
More than a million Russians have traveled to EU countries since the invasion of Ukraine in February.
EU Commission Vice-President Margaritis Shinas said Russia had “completely undermined” the trust on which the current EU-Russia visa agreement is based.
Under that agreement, Russians enjoyed a streamlined process for obtaining EU visas for 15 years.
EU Commission President Ursula von der Leyen tweeted that the visa deal should be suspended because “there can be no business as usual” with Russia.

The move on Tuesday followed a decision by EU foreign ministers last week, when they agreed in principle to suspend the current visa agreement with Moscow.
The plan was seen as a compromise, with Ukraine and some EU member states calling for a blanket ban – but others like France and Germany opposed going that far.
Some EU countries bordering Russia had already begun tightening border controls.
Kremlin spokesman Dmitry Peskov acknowledged last week that the EU decision would make life more difficult for Russian travelers, calling the proposal “another ridiculous decision in a series of ongoing absurdities”.

Under the proposals, Russian citizens will face:
- A higher fee of €80 instead of €35
- A lengthy application process
- Restrictions on multi-entry visas
- A long required list of supporting documentation
Separately, the EU Commission has proposed that member states refuse to recognize Russian passports issued in occupied Ukraine.
EU Home Affairs Commissioner Ilva Johansson said Russians should not have easy access to the EU and traveling to the EU as tourists is not a human right.
