Russia has urged people in occupied Kherson to flee with their lives before expected pressure to retake the southern Ukrainian city.
Due to a sharp increase in the number of people wanting to leave the city, officials at one point on Sunday reported a lack of boats for people to cross the river.
“The situation today is difficult,” Russian Education Minister Sergei Kravtsov said in a video message. “It’s important to save your life. It won’t last long. You have to return.”

Russian-established authorities in southern Ukraine are trying to evacuate 60,000 people living on the west bank of the Dnipro River.
Kirill Stremasov, deputy head of the Russian-occupied territory, said that about 25,000 people have been evacuated since Tuesday.
“We again advise you to leave the city and the west bank of Dnipro,” Stremasov said in a video message posted on Telegram. “We are not going to leave Kherson.”
He also said that an improvised explosive device killed one person and injured another on Sunday.
More residents of Kherson packed their belongings and boarded boats or school buses to leave the city.
“Of course we fear for our lives,” said 44-year-old Vera, who did not give her last name. “But I think everything will be fine. Kherson will hold on.”

Ukrainian and Western authorities have expressed concerns about possible forced relocation of residents to Russia or the Russian-occupied territories.
Kyiv urged residents of Kherson to resist their evacuation efforts. A local official alleged that Moscow wanted to take civilians hostage and use them as human shields.
In September, Ukraine launched its own counter-offensive to retake northern Kherson.
The Kherson region is in the north of the Crimean peninsula, which Russia annexed in 2014. It is strategically important to Russian forces as it is a gateway for military supplies.
