Ukraine’s military said on Friday it would withdraw its forces from the city of about 100,000 residents before the war to better protect the neighboring city of Lysychansk.
Striuk said civilians had begun to evacuate the Azot chemical plant, where several hundred people were hiding from Russian shelling.
“These people have spent almost three months of their lives in basements, in shelters. It is emotionally and physically difficult,” he said, adding that they will now require medical and psychological support.
Pro-Moscow separatists said Russian and pro-Russian forces have taken control of the Azot factory and “evacuated” more than 800 civilians taking refuge there.

Separatist representative Andrei Marochko said on Telegram that forces “have taken full control of the Azot plant industrial area”.
Another separatist spokesman, Ivan Filipponenko, said some 800 civilians who had taken refuge at the plant during weeks of fighting had been “evacuated”.
The Russians also took control of Lysychansk, effectively giving them control of the wider Lugansk region, and allowing them to advance into the wider Donbass.
