President Volodymyr Zelensky said 10 million Ukrainians were disempowered after a new wave of missile attacks by Russia.
At least seven people were killed in the strike, and more are expected.
In his nightly speech, Zelensky said, “We are doing everything to normalize supply.

This is a recent Russian tactic following setbacks on the battlefield, the effects of which are beginning to be felt more acutely.
People in Kyiv were awakened by a blanket of snow on Thursday morning and many homes had no heating due to an emergency power outage.
Power outages hit mainly the capital Kyiv, the western city of Vinnitsa, the southwestern port city of Odessa and the northeastern city of Sumy.
After the recent widespread attacks, Ukrainians are taking air raid warnings seriously.
Sirens sounded only in the capital, Kyiv, on Thursday. Around 08:00 (06:00 GMT) local time, mobile phones began ringing official warnings of new missile attacks across Ukraine.
Local air defenses were activated and military officials reported that four cruise missiles and five Iranian-made drones had been shot down.
Once again, the damage was nationwide.
Further strikes against infrastructure and civilian injuries were recorded by officials in the Odessa region in the south and Kharkov in the north.
President Zelensky said Russia does not want peace, instead causing “only as much pain and suffering as possible” to its compatriots.
The Ukrainian leader has called on Ukrainian partners to provide “full protection of Ukrainian skies”, saying that doing so would encourage Russia to end the war.
The Ukrainian president’s office said the missile hit an apartment in Vilnyansk near the southern city of Zaporizhia, killing seven people.
In the same area, 70 shells are said to have landed around the city of Nikopol, leaving thousands of homes without power and water.
A gas production plant in the east and a missile plant in Dnipro were also attacked.
Moscow has tried to justify its recent attacks by accusing Kyiv of being “unwilling” to negotiate.

Meanwhile, in Moscow, the Kremlin is refuting recent reports that Russia plans to use tactical nuclear weapons in Ukraine.
Asked whether the use of nuclear weapons would be considered and whether it had been discussed, President Vladimir Putin said, “No one on the Russian side has discussed this topic and has not discussed it.” .
In another development, the Ukrainian government said the agreement allowing grain exports by ship in the Black Sea has been extended for another 120 days.
The deal, brokered by the United Nations and Turkey, has seen millions of tons of agricultural products shipped out of Ukraine in recent months, alleviating concerns about global food security.
Russia had blocked Ukraine’s Black Sea ports before it took effect in July. It confirmed on Thursday that trading would continue “without change.”
